Question / Help Need help with poor quality stream and incorrect settings?

My quality has been very poor. I have been tweaking alot with the settings and have read alot. Although the resolution is awful during my stream to my twitch. I am trying to stream world of warcraft, and I constantly see great quality streams with OBS, and I am trying my best to get that quality. Maybe my bitrate is off? Assistance appreciated.

It looks like you are trying to stream 720p30 with a video bitrate of 450kb/s. I'm sorry to say but that is _way_ to low and it can only look shit no matter what you do mate.
Trying you up video bitrate to atleast ~2000kb/s and it'll look much better :)

If I go any higher than I just definitely can't run a smooth stream. Could it be my upload speed? Could it be my resolution downscale isn't correct? I changed my bitrate to 1500kb/s and the stream is just choppy choppy. When i up'd the bitrate the resolution became clearer, but its so choppy. Advice?

With choppy, do you mean stream keeps buffering on twitch when viewing?
It sounds like your upload, but we can't possible answer that without you giving us the specs of your connection :)

I mean by the video has very low quality resolution no matter how I try to balance it out. And it's lagging. Freeze framing, not buffering. Like internet lag almost.

Forget about streaming with that upload speed unless you like to stream at really low resolutions.

with a 0.67mbit/s upload you have a theoretical max of a ~670kb/s joint stream (video AND audio combined). That means you'd prolly wanna go to a maximum of 500kb/s video bitrate and even then you're in the danger zone for congestion.
To be very honest: with 500kb/s your stream will look shit no matter what you do with a 720p resolution. Only option is to downscale even further, try 480p or most likely even lower.
Upgrade your interwebz to be able to get better quality in combination with higher res.
