Question / Help Need help with my OBS twitch stream

Currently having an issue and I've tried all the basic solutions I can (messed around with bitrate, changed server locations, done recommended set up and custom ones, updated drivers, lowered graphics in game, switch from full screen to windowed and reverse).

My issue is when I'm streaming League of Legends I have no issues on my end, I drop no frames and have no in game lag but my stream runs on 3fps and it stays on 3fps UNLESS I tab out, when I tab out then the stream runs perfectly fine. Can anyone help me or give any advice? I've tried everything I can think of but maybe I'm missing something
 
Let me confirm, you're stream runs at 3fps according to OBS while you are playing League, and when you tab out of League the stream returns to normal? Also, could you upload a log file from your League stream?
