Question / Help Need help with good optimization for my PC

I would like some advice on how to set up OBS for such a PC:

CPU: AMD Athlon II x4 640 3 GHz
RAM: 4GB
GPU: AMD HD 6850
Screen: 1920x1080
OS: Windows 7 x64

I know this is some bad specs for today, but it's all i have at the moment and i would like to record without freezes if possible, on the mentioned resolution.

I have tested the AMD VCE thing, and it worked smoothly only at the first run, without fps drops. The second time i launched, it just kept saying "Encoder initialization error". Now i record with x264 setting, but there is some difference on the fps.

Edit: I do local recordings only.
