Question / Help Need help with configuring OBS (only 1mb upload :/)

Hello guys! I need your help to get my stream looking good. I would like to stream LoL. I have a decent good PC:
Phenom II 4 or 6 cores enabled - 3GHz (but i can overclock it)
4 gb of ram
Radeon HD6870 1GB

But my problem is my internet upload which is only 700-1000 kbps :/ I tried some configs already, even tried to change preset to medium but it didn't help much. I need conifg that will use more CPU than internet connection. I don't want HD quality. I just want decent quality, no matter if it will be 1080p or 480p (but i find 1080p better quality than 480p on my internet connection :D). If someone would like to help me i will be happy :) Soory for my english, im from Poland and i'm still learning, but i like this language a lot :)

Unfortunately, there's no real good substitute for proper bitrate. You can try 480p with medium preset and as much bitrate as your upload can handle without lagging, but there's only so much magic that can be worked, here.
