Question / Help Need Help, Twitch stream choppy and lagging

Hey, no matter what i do i cant get my stream to run smooth. Its choppy and unwatchable. i tried lowering my bitrate, increasing it, lowering the resolution to 480, still lagging and choppy for viewers.

im running windows 10
r9 290 4gb
i5 4690k 3.5ghz
16gb of ram
180mbps down
6mbps upload

im having the same exact problem and have posed on forums for help 3 times, but have gotten no help. If you find anything out let me know please, thanks.
