Question / Help Need help to properly downscale 1440p monitor

Hi my configuration is as follows:
Maximus VI Hero # i5 4670k # Dominator 2133 16GB # DirectCU II R9 290 # 840 EVO 500GB # WD Red 2TB # Corsair AX860i

Monitor: ASUS PB278Q 1440p

Internet connection:
60MB/3MB

I have 3MB upload only, so I have to be careful.

My main problem is that I can't properly downscale to 720p, image looks blury, fonts are not good.

Can someone suggest me the settings? Do you have custom h264 settings that I can input in textbox in settings?

No, and yes.
There are of course options you can enter into the box, but they will not change that you are drastically decreasing the size of your input. You would have to increase the text size in your games, but this is practically impossible in most games.

So that means that the poor quality is the problem of drastic downscaling. I understand. It would be good if I could somehow downscale it to 1080p from 1440p.. There is only option for 960p which I am still not satisfied.

You can still set 1080p as a manual base resolution, and then use the Ctrl+F shortcut to fit the source into the scene.
