Question / Help Need help setting up stream properly

Hello, i recently ''upgraded'' my internet, and i was hoping i'd be able to stream games like sc2 and LoL
info:
Windows 7 x64
Ram: 4GB
CPU: intel i3 2120
Upload speed: .6 Mbps
i'm using OBS, i know i won't be able to stream any higher than 360~480P
with my current settings the quality is okay, but there are dropped frames as i live stream, as i watched the recorded video, it seems to be random (doesn't depend on engagement times or CPU load i think), can anyone help me? a skype call would be really appreciated, msg me if you can help

You could do it, but your upload is still really low. You'd have to play around with the encoder settings for the bitrate, but generally it'll be very low for both video and audio, audio at 48, video at 400 at the very most probably. You'll probably have to use maximum downscale to keep up image integrity, 3.0 downscale. Might not want to go above 30 fps either.
