I need help setting up my stream, I'm clueless at this point. I have 50 download, and 29 upload.

Start with https://obsproject.com/estimator

Also be sure to open up your Elgato source properties in OBS and check the "Use buffering" box in the video section. You can leave the value set to 0ms.

That's the problem, I don't know anything about internet speeds. What should I put for my kbps, I know everything else.

Run tests at Speedtest.net and Testmy.net to determine your upstream bandwidth constraints.
