My Download speed is about 30mbps and my Upload is 4.9-5.1mbps. People tell me that my stream lags and I don't think it's my computer because I have a slightly better computer then a friend of mine and his stream doesn't lag. Can anyone help me with some good settings for League?

I don't recommend using Monitor capture. It is the slowest capture method on Windows 7, and might be contributing to your duplicate frame count.

The best way to stream LoL is to set up 2 scenes. First, keep Aero enabled. Then, in the first scene, have a Window Capture of the LoL client, and in the second scene, have a Game Capture of the actual LoL game (or Window capture if the game is in Windowed or Borderless mode). Then use the Simple Scene Switcher to automatically swap between them: viewtopic.php?f=11&t=1785 Avoid Monitor capture altogether.

Aero is needed to Window Capture with best speeds possible. As dodgepong said, you should NOT use Monitor Capture under Win7 except as an absolute last-resort.

Also, just as an alternative to using the Scene Switcher (if you aren't running an overlay) you can just put the Game Capture on top of the Window Capture on a single scene; when the game exits, the game capture goes transparent and the window capture shows through. Not the right way to do it and utilizes more system resources, but effective if you don't want to deal with screwing around with the auto-scene-switcher plugin (such as if you only occasionally stream LoL).
