It would help if you told us your current settings in OBS ..

To me, it looks like you're using 'Quality Balance' Encoding, instead of CBR. Also mute your playback on the PC, very annoying echo every 30 secs.

Encoding:
CBR: yes
Max bitrate 1850

Resolutio:
1920 1080 downsacle to 1280 720

Using Nvenc:
x264 preset; slowest
Profile: main
Nvenc preset: high quality

Not using Nvenc:
x264 preset: very fast
profile: main

The image links you provided are just blank .. not sure what the problem is. The window title does say Settings..., but the contents are blank.

Hmm .. the recent past broadcast videos look like they were 'Quality Balance' ie they kinda get blocky looking on fast action/movement.

Try Max Bitarate: 2400, and reset the Advanced Settings to Default, but only change x264 Encoding Profile to main. IIRC OBS cautioned me about fiddleing with those settings, but only tole me to use 'main' when streaming to Twitch.

edit: also you can 'edit' your posts/replys .. no need to add more replys.

edit2: I am pretty sure someone with log file analysis smarts can figure out if anything is wrong, or summat.

close all Tabs in Firefox/Chrome, etc .. exit/quit any apps that could use bandwidth: Steam (could be DL'ing in background), torrent clients, etc ..

Goto http://testmy.net/ .. click Test My Internet button .. tell us what results you get.

=\ bummer .. I've heard that AU has fairly low UP speeds, your DL is decent enough.

The OBS Settings guide I read, I think on this site, said to set bitrate to 80% of your upload speed, so your first setting of 1850 kb/s is right if upload is 2300 kb/s.
