Question / Help Need help reducing constant stuttering in Twitch Stream

So, I have been trying to set up OBS for the past few days and have been constantly tinkering with the settings and eventually settled for a lower resolution .Before I get into the issue I will post PC specs and a log file.
PC Specs + Internet Speeds

CPU: Intel(R) Core(TM) i5-5200 @ 2.20 GHz
GPU: Intel(R) HD Graphics 5500
Ram: 6.00 GB

Internet
Upload: 23580 kbps
Download: 55083 kbps

Encoder: x264
Bitrate: 2000kbit

Audio:
Code: AAC
Format: 48khz
Bitrate 112
Channel: Stereo

Broadcast:
960 x 540
FPS: 25


Extended:

Priority: Normal
buffer: 400ms
x264 CPU Preset: veryfast

Problem #1: Even though my fps (with all the settings above) was a constant 25FPS and I did not drop any frames nor did my bitrate drop as it was a constant green)

So, what settings can I change in order to have a smooth stream? I understand that my PC is weak, but I feel like I can run a stream at barebones with it until I upgrade. Audio is great and other scenes in OBS transition perfectly with scene switcher and look fine.

Just trying to have a smooth stream and the quality from my other PC looks acceptable, but the stuttering issue is annoying.

So, is the scene buffering being set at 400 causing the stuttering issue? also, if OBS has reported that it is running at a constant 45 FPS should I try increasing it? Or just leave it at 30 even? Oh, and just to be clear I am not dropping any frames whatsoever.

I'd say leave it at 30. The way that modern displays work, there's no benefit going 45.

Scene buffering of 400 doesn't help and sometimes can stutter.

Any other settings that you think I need to drop/tweak based on the pc/internet specs that you saw and the current state of settings that I have in OBS? I've really been quite a lot about OBS this past week and really just want a stable stream.
