Need Help Recording a VLC Video with OBS

I’m trying to use OBS to capture just a portion of a video that I am playing on VLC Media Player but can’t figure out how to do it. I've search through the OBS FAQ, typed the question in a web browser, and watched a dozen YouTube videos but none seem to work for me. Here is what I am doing. I launch VLC and select a video for it to play. The selected video displays in VLC and I pause it. I then launch OBS and try to get VLC to appear without success. I’ve tried Windows Capture and Display Capture but all I get is the VLC control panel and upper menu but the center of VLC where the video should be visible is just white. The video does not show up even though I can see it in the background if I minimize OBS.

Can someone point me to where I might find step by step instructions on how to do this. I would also like to know how to record just a selected section of what I am playing on the VLC Player. Thank you very much for your help.
 
In the Sources box, click the Add Source [+] button. Click '▶ VLC Video', click [+Add a new VLC Video], click the [+] button, select 'Add Files', select the file and click [Open] and click the [OK] button. If it doesn't start playing automatically, click on the source and then click the [ ▶ ] button.
 
Thank you qhobbes. That is exactly what I needed and you explained it very well. I tried it last night and it worked great. PS: Calvin and Hobbes is my favorite cartoon.
