So I have been streaming a good 4-5 years and over time I have played different games on different consoles/computers. The past year I have been streaming with the same setup with virtually no problems until the past two weeks.
Today I downloaded the division beta like everyone else in NA and was playing it all day long. Streamed and just had an awesome time doing it. My game ran great with no FPS problems on my end at all. Smooth as can be in game but when i look at obs/Twitch I can for sure see its not smooth. There is random stutters going on. Nothing huge but def noticeable and its really frustrating me. I have a very good connection and very good PC. I shouldnt be having ANY issues let alone something like this. Now when you watch the first video you wont notice much.... In the LONG one is where most of the skipping and stuttering happens. Again its not much but its def enough to notice. I wouldnt want to watch that if i was a viewer.
(Not easy to tell in the first two but in the LONG one its very apparent. Its just not as smooth as others have been.)

Now I understand how encoding, twitch, bitrate to resolution and all that stuff works. I am only trying to stream at 720p@30fps. The thing that bothers me is that it also tens to happen when i Local record at 1080@60fps. The problem is 2 weeks ago everything worked fine. I even tried to play csgo and see if it did it there and same problem! I have no idea whats going on. I didnt change anything but my overlays. There are no frames being dropped either according to OBS. Honestly it looks like instead OBS is just skipping frames when recording/livestreaming.
"Hook conflict detected" - I have no idea what this could be
I have literally tried everything all as follows plus more:
Enabled/Disabled Aero
Changed CPU Preset fast-ultrafast (Used to be able to stream at Medium)
Changed bit rate (I know not everyone can watch me at 3000)
Restarted Internet
Restarted PC
Uninstalled OBS
Removed all Scenes aside from the one i was using
Unplugged webcam
Changed servers
Changed to CSGO which i never had a problem streaming
Changed in game settings from high to low
Made sure the game and OBS are the only things running
I get that some of you will read and watch those videos and think this is so minuscule but I built this computer for the sole reason to get the best quality out of streaming and gaming from the PC. I have had no issues for the past year up until the last two weeks. I have literally sat here for hours going up and down trying to figure out whats causing it... let alone how to fix it.
PLEASE HELP ME. IM dying here!
