Question / Help Need help optimizing setting for streaming.

I'm trying to start streaming but every time i do i get red text at the bottom of OBS saying something along the lines my cpu is being overworked and to lower my broadcast setting. can anyone help me set up this program to work with my PC i have included the info in my DXdiag so u know my pc specs so hopefully that helps.

Yep. 1080@60 at 3300kbps on a six-core AMD isn't going to work. At all.

Downscale to 720p@30fps, use 2000kbps with x264 on the Veryfast preset. You may have to go to 480p though, as AMD are quite bad at real-time video encoding; an 8000-series AMD is on par with a mid to low end i5.

As far as bitrate goes, 1080@60 would start around 6000kbps to not look terrible. But even at 3300kbps almost no one is going to be able to watch without going into buffering hell. 2000 is the usable non-partnered breakpoint where most people should be able to watch with a minimum of buffering. Even going to 2500 will significantly increase buffering issues.
