Question / Help Need Help Optimizing OBS settings

I was wondering if someone could help me to see if there is a way I could improve my viewers experience so they don't lag or buffer as much while keeping the quality I currently have (720p) I usually just presume they have slow internet or internet issues or just a bad connection to twitch but some viewers with quite beefy internet say they are having issues too. Its kind of annoying knowing someone else can stream at higher 720p bitrates and their viewers have no issues (unpartnered streamers) while here I am with a low 720p bitrate and everyone is buffering. I did however get a new pc recently so some settings might be able to be optimized. Below I will post pictures of my obs settings so it will clear what they are and I don't end up confusing people.
