Question / Help Need help on Settings have no idea whats up!

Hello guys, i just bought a new computer and wanted to stream !
Now my problem is i have no idea what the problem is, but people tell me my stream stutters/lagg and i can't figure out what the problem is. i already tried to switch the bitrates between 1800-2500, lower the resolution or just switch cbr on off (lower the quality to 7).. but i still have this odd problem.
My internet connection shouldn't be the problem 'cause i am not dropping frames i think (obs never shows it).
When i watch my stream on the twitch side i see no lags aswell btw.

PC Specs: i5 4770 3.20ghz
radeon 270x
8gb ram

If you watch a VOD or local recording of your stream, does it play back smoothly? Buffering is an issue between the viewer and Twitch and happens when a viewer can't get the video data fast enough. This happens more frequently with streamers using very high bitrates, but since you're already using a reasonable bitrate for your stream there isn't much else for you to do about it (assuming everything else is okay of course).
