Question / Help Need Help. Obs to Twitch is 30 second delay

So i got a capture card yesterday. This is the card i got.

I set up OBS and got my webcam working and got notificants working and everything and its looking good. There is a one second delay from my mic and movement on OBS which is not terrible but when I stream it to twitch its over 25 seconds of delay. Now I know thats not right. And it also seems to be repeating itself non stop as well through twitch. I am trying to use my turtle beaches as headphones but it seems i messed all the audio up with that. Its making me not want to do anything with twitch anymore. Any insight on how to stop the horrid delay on twitch?

Your computer to twitch is 25s? That's actually not that long. And you should not be watching your stream on the computer you're streaming from.

why shouldnt I be watching the stream on the same computer as im streaming? If I set the stream on my desktop and watch from my laptop will that make it better?

That will, because watching the stream on the desktop while streaming from the desktop is causing the audio echo.
