Question / Help Need Help for OBS Config

Here is my current setup:
Motherboard: ASUS P8Z77-V Pro
CPU: Intel Core i5-3570K (Stock)
Cooler: Stock
RAM: Corsair 8GB
GPU: Asus 560Ti 1GB
Monitor: HP2009f (1600 x 900)

and my internet speed:

I stream high motion games as well as medium motion games. I don't get the best quality when I play high motion games when there is a lot of action going on.

Thank for the quick reply and I was hoping someone could give me a setting on OBS and doesn't matter if its 480p, Im just hoping it looks smooth when I play.

I actually did look at that. It gave me some idea how my settings should be, but my quality isn't the best still.

Well, like BPslays mentioned, you are extremely limited by your upload. I would echo his advice, stick to 480 and use as much bitrate as you can without causing any lag in game or dropped frames.
