Question / Help Need help figuring out what is right for my pc

So ive spent probably over 10hours now messing around with the settings and im so frustrated. My upload is about 5.5k
my pc specs are:

• Intel Core i5-6600 3.3 GHz
  
• NVIDIA GeForce GTX 970 4 GB
  
• 16 GB DDR4

2000kbit video bitrate, 1280x720 or lower resolution, 30fps, and the slowest sounding x264 preset you can tolerate.

ok its running pretty good but looks pretty crappy is there anyway i can improve the video quality?
