Question / Help Need Help, Dropping massive frames.

I did a speed test for my internet, and I get 3mbps upload. Im assuming I can run 2000 bitrate but when i do, i literally drop 50% of my frames. I tried to lower it to 1400 and im still getting frames drops around 5%. It doesn't make sense though because i've done multiple speedtests and i should have over 2.5mbps on all
