Question / Help Need Help Adjusting Streaming And Recording Settings

I tried to stream but its really laggy and I tried recording as well and the quality looked okay but the video got stuck alot and I ened up deleting it due to it being stuck on one frame then skipping to another ..... I at least want the quality to run at 480p at 30FPS .. Can anyone help me ..

I'm moving this post to the correct place. use quicksync instead of x264. you dont have enough CPU power to use software encoding.
