You've already rejected the best advice anyone could give you.

There is not nearly enough information above to give you complete configuration-- you don't even mention what content you're attempting to stream.

x264 streaming at 1080p60 on an i5... probably not. 1080p30 or 720p60 more achievable.

NVENC 1080p60 is possible at high bitrates 10-15,000 with good quality.

Speedtest results are not always indicative of streaming quality.

Best advice is to run the wizard and then adjust. If you have problems with the settings it suggests, post a logfile from those attempts and describe your problem.

You can try for 1080p60 using the NVENC encoder and a bitrate of at least 10000 if your connection can handle it stably.

2500 is much too low a bitrate for decent quality at 1080p60.

You should do at least 6,000.

Those are good starter guidelines, whether you're streaming to YouTube or Twitch. It is worth noting, though, that Twitch restricts non-partners to no higher than 6,000, while YouTube has no such limit.

You should try at least 6000, yes.

No one can answer for you what your PC and internet can do-- speedtest is not usually helpful as it does not test to streaming servers, and the capabilities of any particular combination of hardware and software is not necessarily predictable. Configurations are individual, and the best way to arrive at them is trial and error, starting with the auto-configuration wizard if you don't already have a good idea where to start.

If your speedtest is accurate and your connection is stable, you should easily be able to do not just 6,000 but at least twice that.
