Your processor is not suitably fast for using Monitor Capture with LoL, you're most likely stressing your CPU quite just by streaming at 1280x720.

You should turn Aero on and use window capture for the LoL launcher and Game Capture for the LoL game client itself, since you will want to save on every little bit of processing power you can.

I may need a little assistance with setting these options if you wouldn't mind explaining in detail how to Set the LoL Launcher and Client for Game Capture

I really don't think you can do it reasonably well with a dualcore.
Definitely drop the preset to superfast, or even ultrafast.
Going down to 480p will also help out the processor and will be more suitable for the low bitrate.

EDIT:
If you have trouble setting this up, I would advise against using a 2-scene setup that paibox suggested. Let's not get too much complexity in here.

I didn't even suggest a two scene setup. If he can't handle a window capture and a game capture in one scene, there's no way he'll be able to handle monitor capture in Windows 7, I'm sorry.

For a one scene setup with game capture and the launcher, just add the launcher window first, and then add game capture once the game is running. (In a tutorial level or such.)

But yes, Grimio's advice about the resolution and the preset also applies.

Hmm I must be having trouble on setting these in the OBS client. Sorry very green when it comes to this any additional information on how to set this would be much appreciated
