Question / Help Need a way to filter line-in from stereo mix.

Hey, I'm new around here but have been using OBS for about a month now. I'm not very good at explaining things and people often misinterpret me so allow me to break down the details of my 'rig' first. I don't mean to sound condescending but any would be helpers, please be familiar with Windows and how it manages audio sources.

Windows 7 64-bit PC connected to monitor and TV.
Elgato Game Capture for streaming and recording consoles.
Various consoles connected to a 'switch box' going to Elgato.
Audio from switch box (console) goes to TV and PC's line-in.
Line-in enabled when playing consoles so sound goes through PC's speakers as well as the TV.
Stereo Mix picks up the line-in so when set as auxiliary/microphone in OBS it results in a bad echo effect.

What this means is if I want to play music while streaming a game I have to turn line-in off (halfway muting my game). The Elgato already sends game sound to OBS for the stream but if I wanted to turn that off and use line-in instead the sound would be 2 seconds ahead of the video. What I need is a tool, plugin or 'method' that turns Winamp into an audio source for OBS. I tried 'Virtual Audio Cable' and 'JACK' but just couldn't get them to work. I'm not even sure if those apps are what I need for this. Are there any console streamers here who can help me out? If you use JACK or VAC how did you set it up?

Why exactly do you need the audio to play from the tv and your speakers? As far as I understand your problem that is the source of all evil.

My TV serves as back-up speakers. When I have to mute the line-in or reboot/shutdown my PC I can still hear the game. My TV and PC are in the same desk so it's all integrated and the extra speakers of my TV enhances my sound with an 'arcade' like experience.
