Have two computers with OBS and I installed NDI but there is no NDI under Toole in any of them. Watched videos on YT and they just install and voila under Tools is NDI. But not on mine installations.
Make sure you have the latest version of the plugin and that is compatible with the OBS version you have installed.
Contact the creator of the plugin you're using for further support on it.
