Is it red or black? Remove all video capture device sources with your webcam and add a global source for it. Then readd it to each scene as a global source.
might try a different format as well mjpeg is what you are using now. might try playing with resolution.
EDIT: nevermind, I see you are using a global source, make sure no other software is running that could be hooking the picture. sources often can only be hooked once. make sure you aren't running multiple video capture sources in the same scene.
