My streams to YouTube get locked, but not due to copyright

For the past three weeks, my streams to YouTube have been locked. I receive this message in my email:

We’re reaching out as it’s important you know that your video has been locked as private. This is because it was uploaded to YouTube using a third-party service that hasn’t yet been through our verification process.
[...]
If your preferred video uploading service is unverified, you can ask the developer to go through YouTube’s API Compliance Audit process to lift these restrictions.

I am not using a video uploading service; I'm streaming via OBS. As far as I'm aware, RTMP doesn't use the API so I find the message confusing.

Does anyone have any suggestions for how to keep my videos from getting locked?

Resolution: not an OBS issue.

We were using the API, although not for uploading videos. The fix was to ask YouTube for 10,000 additional quota units for our project (despite being nowhere near our limit).
