My stream shows 0kbps after 15 mins of streaming and the streams stops even tho my upload is 50 mbps

That log shows start of stream, nothing for 15 min then end stream ??
All the normal stats for stream/recording are missing (rendered frames, etc) ??

Looks odd to me, sorry I don't know enough to troubleshoot further. But I'd start with basic, full reboot, making sure unnecessary background processes NOT running, no change in any security software that could impact OBS, and try a test stream again and see if you can get a normal OBS log.

And you might want to research what OS and driver updates took place recently on your system

I've been seeing this problem a lot lately. It helps someone to return to OBS 28.1.2 or simply update Visual C ++, there are quite a few reasons. I also noticed that the problem is usually with owners of Ryzen processors. Maybe it has something to do with the hardware.

I have seen one of the errors "Intermittent system freezes when fTPM is enabled", which could potentially be related to this problem. This is just a theory.

Thanks for the info ill update to latest visual c++ and also latest windows updates and if tomorrows Hogwarts legacy stream stops ill try to find more about it
