Question / Help My stream refresh every 5 sec

Hey guys i need help to set my obs :S

this is my connection speedtest - http://www.speedtest.net/my-result/5747000800

those are my pc spec. - intel(R) Core(TM) i7-2600K CPU @ 3.40GHz - AMD Radeon R9 200 Series - 16 GB RAM

i tried to stream with 3000 bitrate - quality 7 - x264 cpu faster - no buffer - fps 30 - resolution 1680x1050 - no cbr.

viewers can't see the stream because it refresh every 5 seconds, with every connection so i think is not for the high bitrate.
i have 0 frames skipped and it's like my bad configuration make the stream refresh,

you MUST use CBR to stream.

Downscale to 720p. Make your buffer the same as your bitrate (and especially not 0). Make those changes then stream for at least five minutes of high action gameplay, and then post the OBS log file from that stream.
