Question / Help My Stream Lags No Matter What I Do

When I stream to twitch I like to use 1600x900, I've used 720, 1080, ect. I have even lowered my bitrate, it still lags... I get 95mbps download and 11mbps upload. I have an Intel Core i7-4790K 4.00GHz and a GTX 1050
