OBS Studio creates a log file each time you run it which contains very useful diagnostic information. Without a log file, it's much harder for any support volunteers to figure out problems and your post may be ignored. To upload a log file, go to the Help menu > Log Files > Upload Last Log...

Also, beware windows OS essentially grabbing a resource and not allowing it to be used elsewhere. So if you use the camera in the browser, are you sure have access to the camera in OBS?
then, have you ever had OBS configured properly for sending data to Facebook?
And have you followed Facebook explicit and clear directions on OBS setup, including the specific stream output settings like resolution, I (or B?)-Frames, etc?
