Question / Help My stream is "loading" for my viewers

Hello, i have been streaming for 1 year and i stream in hitbox but few days ago i decide to stream in twtich.tv, but here goes the problems when i start streaming my vieweres says that my stream is loading, they mean: watch 10s and after this loading, i try to stream to stream with my CPU cuz i stream with my GPU and i use OBS VC, but the same story, i lower my bitrate so much but the same story, if anybody can help me please do it.

I think that is my router cuz is Huawei and its very bad, imean signal is pretty bad and everything is bad but idk.

My OBS from the last stream i just make a test stream, cuz my last stream i stream in hitbox because this....

Buffered: 2500 ( try on 1850, same story)
Audio Codec: 48Khz test ( everytime stream on 44.1)

Downscale:1280x720
FPS:30
FIlter:Bilinear

AMD VCE Settings: Off

When i stream with my Cpu

Scene Buffering: 700ms
CPU Preset:veryfast
Encoding Profile: Main
Keyframes:2
CFR:Enabled
