You aren't dropping frames, so if your stream is buffering it's because whoever is trying to view the stream can't download the data fast enough from the Twitch video delivery server (which is different from the ingest server you stream to). This can happen for any number of reasons, almost all of which our outside your (and in a lot of instances Twitch's) control. Really the only thing to be done is to lower bitrate until it stops happening.

2000 shouldn't be that much in terms of kb/s, depends on the specific viewers having the issues. Always at least have multiple people in different locations with different internet connections to check it.

Thanks for the reply's. The weird part about it, I'm seeing in happen when I view my own stream on my wifes computer. But when I watch other peoples stream from it I have no issues. I've tried pretty much everything I just can't figure out what is causing it. Another thing I noticed today is the audio was looping in the stream too.

Maybe it is the CLRHost plugin?
Because i see some of these errors:

I also had trouble with a buffering and in my case the ts3pulgin was trying to find a ts3 connection all the time while i was not running ts3. (Jim helped me out on this one)
Maybe you can move CLRHost to a temp folder and try to stream.
