Question / Help My stream is lagging

In that video I tried to lock my fps to 144 to try not overloading the GPU, but it didn't fix that laggy video in my stream.

Any help is very appreciated, thanks!

I also have a question about B-frames and two-pass encoding. Tweaking is necessary?

So I tried a new stream with a few changes. I turned my windows firewall off, lowered my bitrate to 5000 (but I never had any ping issues, I am not sure if I should lower it), and disabled the rescale in Output tab.

EDIT: I watched the video now and that's how I felt: The changes made my gameplay feel smoother (probably because of the rescale change), but the stream video still looks laggy.
