Greetings!
For the past 2 weeks, I've been struggling to stream due to the blurriness and pixels that show up making my stream unenjoyable. I've tried everything, from changing my bitrate ranging from 6000 mbps to 12000, changing my resolution to 900p, 720p, changing my rate control, toggling from x264 to NVENC; but to no avail, my streams are always blurry. At first, I started to believe it was a hardware issue, but some of my recordings have turned out fine, while some haven't. My internet speeds are sufficient to stream, so my last resort is to come here in attempt to figure out the issue.

Recording of what Twitch saw (used Shadowplay to record; it looked somewhat okay but many streams have looked significantly worse)

Recording Settings in "Output" Tab (keep in mind CQP is the only option I get adequate results with when recording)
Settings in "Advanced" Tab
I'm currently using a GTX 1060 6GB, 2 Spectre L27 144hz monitors, and an Intel i7-9700k at 3.6 ghz (not overclocked).
Using latest BIOS and latest NVIDIA drivers.
