My stream has been buffering for about a year now, I have nearly exhausted every solution I can think of. Any help would be appreciated <3

I have had a problem with my stream dropping network frames and buffering for about a year now.
I cannot find the root cause and am desperate, so here is everything I have available and the reasons I think it may not simply be my ISP

I stream to twitch with a 6k bitrate in 1080p, 60fps.
I have 15-20mbps upload speed at any given time
My specs are a Ryzen 7 2700 cpu, 3200mhz 16gb ram, and a 1080ti gpu.
I am wired via ethernet directly into my modem; a modem I rent from xfinity.

There is no consistency to the dropped frames and buffering. It can happen at any time, and always happens at least once in a 4 hour period.
It has happened 10 minutes into a stream or 4 hours into a stream.
It has happened at any time of day, from 1pm to 12am.
It has happened while playing no games or intensive games
Sometimes the bitrate drops to literally ZEROmbps in obs, all while I am perfectly online.
For my viewers, this translates to the stream sometimes going from 60 fps to 30, 20, 10fps. Most of the time, it will simply buffer.
I have attached my most recent stream's log file, a stream I had to end early because of the massive amount of buffering.

List of Troubleshooting steps I have taken
I have moved 3 times (within a 5 mile radius). Buffering at all 3 houses/apartments. My current place has fiber.
I have tested my internet connection WHILE OBS is dropping frames, coming back as 16-20mbps upload speed.
I have bought a new ethernet cord.
changed my modem multiple times (xfinity modem, returned for a new modem of the same model each time)
reinstalled OBS, made new scenes from scratch.
reinstalled windows on a NEW ssd
upgraded my internet speed
checked resource monitor (sometimes my stream has buffered when steam is updating or something, but most of the time no updates or background usage appears to occur when my stream buffers)
checked task manager (cpu and gpu do not hit 100%, temps are fine)
I have reset my bios settings to default
I have tried not recording my streams
I have switched between nvenc and x264.

And here is a small message, please help me.

Create a new Scene Collection with 1 Scene with 1 source of your game. If still having issues, enable Dynamic Bitrate in the Advanced Settings.

dynamic bitrate would not solve the issue of my bitrate dropping though.
I can try do a test stream for a few hours with just one scene and one source and see what happens!

Dynamic Bitrate will help with dropped frames. You can either have a stream that is janky at times (dropped frames) or you can have a smooth stream that is lower quality at times (Dynamic Bitrate).

dynamic bitrate will help minimize the effects of the problem but I'm looking to solve the problem at the moment

I've had similar dropped frames also, even almost dropping to zero. Driving me crazy. Couldn't figure out if isp or obs or what? Finally downloaded a net monitor program, netlimiter 4 which is free for a 30 day trial period and 30$ for a licence. I am not associated with it in anyway, just happened to be the first thing I came across while looking that seem reasonable. Netlimiter shows the traffic going on and can set up blocking,priorities etc on what is allowed thru your computer. I was able to see and either block or uninstall programs that were connecting and disconnecting. I uninstalled some nonsense program and blocked others, testing as I went. My bit rate went from all over the place to 4500 +- 20. and no dropped frames. Also remember that wi-fi laptops can also screw up the connections also, so while debuging turn off outside computers also. Netlimiter can also guarantee bandwidth for you app. Hope this helps. Oh best yet, under the limiter option, I can set the upload bandwidth for the youtube uploader (CHOME) which likes to use all the bandwidth to upload.
