Question / Help My stream freezes really weird

Hello i'm new to this forum.
Hopefully i'm posting this on the right section.

Anyways as for my problem...

When I try to stream (either games from an emulator or any other type of game) it works fine for a few minutes.
But after awhile around ... 2~ minutes the screens starts acting weird.
It freezes but if I move on my actual game I see my Preview Screen moving but in slow frames
between each frame it turns white.

Not sure if this is a FPS issue or whatever....
I've tried alot of different settings of other people that I found on youtube but nothing seems to work.

My laptop specs are;

OS: Windows 10 Pro - 64bit
RAM: 8GB
VIDEO: Geforce GT540M - 2GB
CPU: Intel Core i7-2630QM @ 2.00GHz
My screen resolution: 1366 x 768

(aspect ratio inside OBS: 683:384)

I also did a TwitchTest

I think this is kinda strange aswell... My nearest location is EU: Amsterdam, NL
But Stockholm gets a beter Quality ????

I just want to stream on Twitch.tv
And i'm happy with 30 FPS to stream with if possible please help me out :')
