My stream bad qualité but a good pc

Hello,
For a while. I have bad streaming and recording quality. But I have a good pc.
Here are my main settings and a log file.
On the recording side in principle I should have visual quality which is not.
No drop frame...
(sorry my english)

- Windows 10 updated
- i9-10850K
- EVGA RTX2080 TI FTW3
- 32gb - 3200 mhz
- 2x Nvme 1TB SN750

- Temps good (40c in game)
- CPU load 35% in PUBG and 60% Call Of Duty game
- OBS Studio load 7-10%

Download:1.5 Gbit/s (effective by my Hub3000 1 Gbit/s)
upload: 940 Mbit/s

I tried without the downscale. This is much better.
But if I want to do a downscale, which one is better to use Bicubic or lanczos?
