WHEN I RECORD VIDEOS In MOV format 60 fps!! x264 2500 bit rate I get a laggy video but while I record I have a perfect video!!! HELP PLEASE!!

You're overloading your system.

The rendering lag is the main video card.
The encoding lag is the integrated video card for your quicksync encoder.

Telling you exactly which video card to buy may be beyond the scope of this forum, which is dedicated mostly to software support. Your computer is not powerful enough to stream/record at 1080p60fps. Continue to lower the resolution and framerate until it is within the limitations of your PC. If you want to stream/record at higher resolutions and framerates, you'll need to upgrade your computer, which can be an involved and costly process.
