Is this because of my video cards? I have a shitty relatively new-ish windows desktop, and my drivers have been a problem for a while (mainly I can only play on the lowest settings in starcraft 2). Is this because of the drivers, or DirectX problem (I installed that while installing Obs).

Help?

Your graphics hardware does not support DirectX10, and thus does not meet the minimum requirements to run OBS. The G33/G31 chipsets are going on seven years old now.

The chipset is built in to your computer's motherboard, so upgrading it would involve buying a new motherboard, which would entail a new CPU and RAM as well. Even then, using a chipset's or CPU's integrated video is a terrible idea for gaming and streaming, it's extremely underpowered compared to a dedicated GPU. There is no viable upgrade path here that I can see, you need a new computer if you want to stream.
