You simply don't have the upload to be able to stream.
Your speedtest shows max upload as 0.79Mbps. You are streaming at 1000 bitrate which is 1Mbps. OBS is going red and dropping frames because it's maxing out at 765kbps (0.76Mbps)
You need better internet in order to stream easily with any decent quality.

hey thanks for the reply, I'm using telstra, it's kinda always been this slow tho, but doesn't seem to effect anything when i play games, so i kinda just ignore it. but it makes sense now. Ill try if i can find any solution to it.
Your internet speeds won't effect anything to do with gameplay or anything local on your machine apart from how fast your machine downloads updates/downloads games/sync's game data. Your downstream is adequate for that.
But when it comes to streaming - it is heavily dependent on your internet upstream which is incredibly low for today's needs. It would be worth speaking to Telstra to ask if you can upgrade to a package that can offer a considerably higher upstream like 5 or 10mbps. I have a 50mb down, 20mb up connection in the UK.
