Question / Help My OBS records for 3 seconds after return?

My OBS seems to record for like 1-3 seconds, and I can't seem to fix it. I am using 64-bit as my computer is 64-bit and my settings are good but I recently came back from a 5 day trip and came back (I have a desktop) and now it is worse than fraps. Before you say to put on CBR and/or CBR Padding, I have done both and it makes it even worse! It records longer, sure, but it freezes my webcam and video for the rest of the video.
