Question / Help My OBS Loses frames without it saying frame rate dropping

Ok so i'm super new to posting here, but i've been streaming for almost a year now with little to no trouble for the entirety of it, until recently that is. Since about November my OBS has been steadily degrading in quality. First it was just with Pubg though previously I had no problems at all, now the frames drop down to the 10-20 range at times while showing a green box and 0 frames dropped. So i simply stopped streaming pubg thinking maybe it was something pubg had done. Fast forward to now, i can't stream ANY games using OBS as all of them have the same FPS drops for no reason. I've been trouble-shooting it with a friend lately who is very tech savy and he has no idea why it is either. I've always streamed 60FPS 720p. My rig is more than capable of handling it

GeForce GTX 970M
Intel i7-6700K CPU @ 4.00 GHz
8 GB ram

I don't know how logs work but here are the Logs from today's attempted streams. Several different games, same results every time. frames dip. Even league of legends which was my surefire standby game to stream, if i wasn't in full screen obs caused my in game fps to drop to nothing, if i had full screen on obs's frames drop to shit. I've been trying to solve this for so long and this is kind of my last hope. Any help will be appreciated. Thanks for your time.

You're overloading your video card.
How so? I'm not sure what that means or how to fix that. And i'm not doing anything differently than i have since March 2017. Also I can use my Geforce Experience Streaming thing and i have 0 problems with that. Perfect 720p and 60 fps on all games. So its not that i'm straining my rig in some way. Its literally just with OBS that it can't stream with. But I prefer to use obs because of my stream labs set ups and such
 
Do you have nvidia's sharing components (including nvidia share and shadowplay) enabled when trying to stream with obs?
If so, disable them.
 
I have the same issue trying to stream World of Tanks, but I have the graphics turned to medium and output scaled to 560p and still have some render lag on the same cpu and gpu as yours. Are you streaming a different game than you were before?

It was all my games but i figured out what the issue was. My CPU was overheating and causing it to throttle my output. I cleaned it out nice and now going to apply my thermal paste once it arrives. Was just rather unfortunate that i recived a very vague half hearted answer from here and had to look even harder on my own as to possible solutions.
