Question / Help My i5 6600k is at 99% with overwatch

So I tried to stream overwatch at like a 1600 bitrate with no resolution downscale and at 30 fps and the game was not doing very well so I dropped it to 20 fps and a 1.5 downscale (1280x720) and it was still eating up my processor. It stayed at like 96% to 100% in task manager.
I have a radeon hd 7770
i5 6600k at 3.5 ghz
16 gigs of ram at 2400
a cryorig m9i at 2200 rpm
and an upload speed of 5.36 mbps.

I want to know whats bottlenecking my rig would the gpu be interfering with how it streams? I thought my cpu would be the thing i needed to stream without hiccups. Or is it just the settings i have for obs that is screwing it up? Should I overclock my cpu and that will fix my problems? Sorry for all the noob questions I just want to know whats wrong.

The first log is too short to say anything about it. Logs should show OBS sessions of at least five minutes of high action content for them to be valid, in most cases.

The second log is more than long enough... it says that you had a lot of internet connection issues sending your stream to Twitch. But the duplicated frame percentage was acceptable.

Check the stickied post on dropped frames and lag. Also cap the Overwatch frame rate, that's often a problem people have been running in to.

Also ENable Aero. Disabling it causes OBS to run poorly; turning it off to improve performance is bad information that's hung around since the Vista days (when it WAS good information).

You also aren't going to stream 1080p@30fpsvideo on 1600kbps. Hell, that's barely enough for 720p@30fps; for image quality purposes, dropping to 540p or 480p would be a better idea.
1080@30 at 1600 on a fast motion game like Overwatch is going to look unwatchably horrible.
Plus, i5s tend to give up after 720@60 even with streamlined setups.

The logs don't show any of the stated downscale or framerate reduction.
