My encoder is only x264

Since the GT 1030 doesn't include nvenc, your observation is correct. If you have an Intel processor, it might be possible to enable Quicksync as hardware encoder in the Bios of your computer by enabling the iGPU in the Bios. However, this is only possible if the CPU as well as the mainboard supports it.
