Mute something but still have it heard in OBS

There are several ways to do that, all of which require that you have more than one audio device to choose from:
  • Plug in a cheap USB sound card, send that window's audio to it, and either Desktop capture (Settings -> Audio) or Audio Output capture (in a scene) that additional sound card. The quality of the new USB card doesn't matter, as you're using Windows' knowledge of what's going there, and none of the actual hardware.
  • Install a virtual sound card. Otherwise same as previous.
  • Install a virtual audio console, like VoiceMeeter, that comes with its own set of virtual sound cards. The new virtual speakers feed inputs to the console, and the console's outputs feed the new virtual mics. Connect the window to a virtual speaker and OBS to a virtual mic, and use the console as if it were a physical analog board.
