He means using multiple profiles. So switching in between profiles while live or recording, which from my understanding isn't currently possible. Although it would be an interesting concept to explore. The only issue with it is changing all of the encoding settings all at once. Which would probably cut off a recording or stream for multiple seconds while the new encoding settings loaded and started. So not only is it not possible, but the results would not be very useful. Unless you were using it for something like easily changing bitrate while having the same encoding settings. Or changing the layout of OBS easily without needing to manually move stuff around.
