OK so I wanted to start streaming and from that just record the stream at the same time and clip it down for videos but there is the problem of copyrighted songs that would play during stream, I am not sure how to set it up to record game audio and Spotify, can I do this and if so how?

You realize that playing copyrighted songs on your livestream without a rebroadcasting license is still copyright infringement, and illegal?

Didn’t quite realise I had to use the twitch library so I’ll make sure to do that so there are no future problems, but it’d still be helpful to record different tracks for different things on my computer to then stop this from happening, say a clip elsewhere that I play has copyrighted music I’m not aware of or if I was to record and listen to music/streams while playing but didn’t want their audio recorded.

You'll need to use either VBAudio's VAC, or Voicemeeter to route the audio separately though. Windows audio works on a device basis, not a per-program basis, and OBS only records based on that. Plenty of tutorials out there on how to do it though, just Google for 'obs exclude audio' and you should get quite a few.
