Multi output doesnt work in version 28 and above in Win 10

It could be that I maybe doing something wrong. since upgraded from Version 27 of OBS to version 28 the rtmp never worked with it. Even downloading is now difficut. Most download is now in Chinese. But why? Can anyone help please? I want to upgrade. Thanks

Not enough detail. Most of us upgraded just fine, or chose not to. Why can't you? We have no idea what you're looking at, and you haven't told us.
