Multi-Bitrate Stream/Record Function?

First off, OBS is a fantastic piece of software. Thanks to features like the Intel QuickSync that drastically reduces CPU load we've used it to broadcast hockey games on our "mobile" kits that use laptops (Windows systems). Video source plugins have helped us replicate many of the features we use on our desktops with Wirecast software. There is one key feature missing that would, in our opinion, make OBS near-perfect: multi-bitrate streaming and recording.

We often use these laptops in facilities where internet connectivity is less than ideal (like 500 kbps upload speed). However, for on-demand playback we would like to record at a rate of at least 1000 kbps. We tried the multiple OBS instance workaround multiple times but it's very cumbersome and we could never quite get it to work. Is the implementation of this type of feature in development and, if so, how far off is it?

OBS Multiplatform has the separate settings for recording vs streaming, but doesn't yet have quicksync support.
The upside is that the encoding on Multiplatform is slightly less CPU intensive.

@Harold: Thanks for the tip about OBS Multiplatform. Downloaded it and tested it out. The multi-bitrate function is great, but it's still missing a bunch of features from the standard OBS install that we need; most notably, select region controls on the Window Capture and chroma key functionality. Hopefully these can be built in soon.

@Jason Frey: Wirecast is great for our desktop systems and our current CDN is awesome. Our issue with Wirecast is that it's too CPU/GPU intensive for the laptops we're using, which is why we're very interested in using OBS for those systems. Hopefully the functions of OBS Multiplatform can be expanded in the coming months.
